The European Quality Assurance Reference Framework for Vocational Education and Training (EQAVET), established by a 2009 European Parliament and Council Recommendation, supports quality assurance in VET across Europe.
It provides a flexible framework based on a quality assurance and improvement cycle—planning, implementation, evaluation/assessment, and review/revision—along with various descriptors and indicators for both VET systems and VET provider levels.
EQAVET does not mandate a specific quality assurance system but offers a "toolbox" of principles, descriptors, and indicators that users can tailor to their needs. It aligns with the 2020 recommendation on vocational education and training for sustainable competitiveness, social fairness, and resilience to enhance quality in both initial and continuing VET.
The EQAVET framework supports quality assurance in:
- Learning environments (e.g., school-based provision, work-based learning, apprenticeships, formal, informal and non-formal provision)
- All types of learning contexts (e.g., digital, face-to-face and blended)
- Public and private sector VET providers
- VET awards and qualifications at all levels of the European Qualifications Framework
